Our History
Mosaic Family Services, formerly known as East Dallas Counseling Center, was founded by Dr. Walter Nguyen, a refugee from Vietnam, in order to meet unmet needs within the growing multicultural communities of the Dallas/Fort Worth Metroplex.

One of Mosaic’s first and oldest programs is the Refugee Case Management Services program, which assists recently-arrived refugees in accessing medical and mental health care. Through efforts to improve health within the local refugee communities, Mosaic recognized that there were limited services in North Texas for foreign-born victims of violence and crime, particularly for victims of domestic violence. Mosaic first served victims of domestic violence in 1997 with the inception of the Multicultural Family Violence Program. In 2001, the agency began its Services for Victims of Trafficking Program, which provides comprehensive services for victims of human trafficking. The same year, Mosaic House opened its doors as the region’s first multicultural housing for victimized immigrant women and their children.

As other unmet needs within the community became apparent, Mosaic expanded its programs to include Immigrant and Refugee Counseling and Multicultural Legal Services. In 2003, the agency changed its name to Mosaic Family Services to better reflect the scope of services offered and the diversity of communities served.

Today, Mosaic reaches over 15,000 persons annually through direct services and outreach. With a multicultural staff fluent in over 25 languages and a spectrum of services including case management, counseling, legal assistance, and shelter, Mosaic continues to meet the needs of the underserved multicultural communities of North Texas.
